Fresno Co.’s top transportation executive exiting as Measure C hangs in the balance in 2026

Fresno County’s $7 billion transportation tax measure is on tenuous ground heading into the 2026 election cycle. Now, the county’s top transportation official is leaving his post.

The Fresno County Transportation Authority is losing Executive Director Terry Ogle to the private sector. 

Ogle’s exit comes amid the renewal effort for Measure C, Fresno County’s half-cent sales tax that will expire in 2027. 

The big picture: The FCTA announced that Ogle has submitted his 30-day resignation, which will be effective on July 4. 

  • Fresno County Supervisor Buddy Mendes said Ogle has accepted a job in the private sector. 
  • Ogle has been with the FCTA since February 2024, where he has worked to implement the projects funded by Measure C and has supported the 2026 renewal efforts. 

What they’re saying: “I have enjoyed working with Terry, but he was offered a terrific opportunity in the private sector and the FCTA has accepted his resignation,” Mendes said. “The FCTA will appoint an interim executive director, and this personnel change will not impact the 2026 Measure C renewal effort spearheaded by the Fresno Council of Governments.” 

State of play: Measure C, which has funded over $2 billion in local infrastructure projects over the last four decades, faces an uphill battle at renewal next year given the competing parties pulling it in different directions. 

  • The renewal effort in 2022 fell short of the two-thirds requirement to pass, receiving only 58.2% support after both social justice groups and north Fresno and Clovis conservatives openly opposed it. 
  • This time around, social justice groups have coalesced to float their own plan – the Transportation for All initiative – to pull Measure C in its direction, with talk of a potential separate competing ballot measure next year. 
  • The latest Fresno Council of Governments meeting late last month focused on finding a compromise between Transportation for All and those wanting Measure C to be used for streets and traditional infrastructure projects. The board adopted a framework that will guide the work to find a compromise over the next month.
